On January 9, 2026, the Secretary of War issued the “Memorandum on Accelerating the AI-First Force.” This document officially declared that the traditional two-year “Valley of Death” in defense procurement is no longer a logistical hurdle but a national security threat.
The mandate introduces a new metric for the department: “Speed to Impact.” This replaces the legacy metric of “Total Cost of Ownership,” which refers to the total expenses associated with acquiring and operating a product over its entire lifespan. Under the 2026 guidelines, a capability that is 80% effective today is prioritized over a 100% effective capability that arrives in 18 months.
